Eight hours of AOR continuing education

EMS EVOLUTION 2026 features a full 8 hours of Administrator of Record (AOR) continuing education — enough to satisfy the annual AOR requirement in a single conference.

25 TAC § 157.11(a)(G)(v)

(v) The applicant will assure that its administrator of record shall annually complete eight hours of continuing education related to the Texas and federal laws and rules related to EMS.

Under 25 Texas Administrative Code § 157.11(a)(G)(iv), any initial or continuing administrative course utilized by an EMS Administrator of Record should touch upon five mandatory pillars of legal and operational compliance:

  • Texas Health and Safety CodeIn-depth knowledge of Chapter 773 alongside the active DSHS rule variations under Chapter 157.
  • EMS Dispatch SystemsLegal frameworks governing routing, dispatch metrics and multi-agency response protocols.
  • EMS Billing FrameworksState and federal mandates concerning medical necessity, insurance structures and fraudulent billing prevention.
  • Medical Control AccountabilityStanding medical orders, documentation and the legal relationship linking the agency to the designated Medical Director.
  • Quality Improvement ProcessesImplementing compliant clinical audit frameworks and reporting mandatory workplace injury data.

Each session’s AOR credit in the tables above maps to one of these five pillars.
