Secured Millions for the Workforce
TEMSA members developed the Texas EMS education and workforce program, which secured over $20 million in funding during the Legislature’s 2021 special session. Additional dollars were appropriated to workforce initiatives in the 2025 Texas Legislature as a result of TEMSA’s work.
Protecting Medicaid
TEMSA led the effort to defeat the state’s summer 2017 proposal to cut EMS Medicaid services by up to 36 percent. TEMSA also joined the efforts to push for a successful Medicaid increase in 2026.

A track record at the Capitol
TEMSA engaged in dozens of issues as the stakeholder voice for Texas EMS agencies, including defeating the state’s 2017 proposal to cut EMS Medicaid services by up to 36 percent.
Members developed the Texas EMS education and workforce program at EMS EVOLUTION 2021 — a legislative initiative that secured over $20 million for workforce development during the special session.
TEMSA prevented Texas EMS agencies from being forced into non-binding mediation, which set the stage for 2023’s model out-of-network law. Texas EMS agencies became the nation’s benchmark for out-of-network reimbursement, directly attributable to TEMSA’s work bringing stakeholders together.
TEMSA helped pass the state’s continuation bill while the state waits for Congress to act on the out-of-network issue.
TEMSA worked with lawmakers to appropriate funding for Texas EMS agencies to carry life-saving whole blood on their ambulances.
TEMSA worked with lawmakers to secure appropriations for the Texas Workforce Commission to fund EMS education efforts.
The Legislature appropriated funding for rural EMS agencies to purchase new ambulances.
